An expression that can mean any of the following: 1) I have no ulterior motive; 2)you were not really listening to what I said; 3) your argument against my stated position is not pursuasive.
One:"Say what?"
"I'm just sayin' we're going to town and we think you ought to come along?"

Two:"Whatever."
"Hey, I'm just sayin'...

Three: "And those are the reasons I disagree with you."
"Well, I'm just sayin'.

Another form of being jealous of another person. Also know as throwing shade.
Person one ; "mane your jordans are nice.

Person two; "thanks!"

Person three;

"mane, I would have got the red and black ones. Those look better I'm just sayin."

A conciliatory phrase to defuse a judgmental, but true, statement.
You are charging $150 for 15 minutes of work?! I'm just sayin'. Actually meaning, you know that's not right.

I'm not sayin' I'm jsut sayin' 

When you prove your point that you are right but do not want to deliberately call the other person out as being an ignorant fool.

Or you give advice and you know the person will not follow it.
Hey you shouldn't put a fork in there... I'm not sayin' I'm jsut sayin'

I'm just sayin'. 

An ineffective attempt to disown responsibility for being an asshole that actually emphasizes the fact that you are indeed an asshole.
Me: Ow, that coffee is HOT!
Asshole: You are such a wimp. I'm just sayin'.

Me: Take that asshole (while pouring hot coffee on the asshole's shoes).

"know what I'm saying?": used by idiots and fools after every other word in a sentance when they have no idea what they are talking about.
Then I say what it be like"know what I'm saying" we jacked him up"know what I'm saying"and poped a cap in him"know what I'm saying?".
