A term used to describe the action of authorities in exacerbating the conditions of an event intended to scare the population into not doing anything rash (like voting out politicians) because of a fear factor.
Weather authorities are predicting EXTREME and UNPRECEDENTED weather conditions today, with highs of over 43 degrees centigrade. (in actual fact the temperature never went past 36 degrees centigrade, so the authorities had been boiling the frog)

Boiling Springs 

A shitty little town in Upstate South Carolina. Not to be confused with the Boiling Springs in North Carolina and Pennsylvania. The South Carolina town is home to the states oldest operating school(It fucking sucks). Shitty ass high school football team, they lose alot, but get all the funding. Their golf team and marching band are kick ass and win alot. There's nothing to do in this little town, and lots of inbreds claim this po dunk town home.
I can't wait to leave this fucking disgrace of a town, Boiling Springs!

Essentially the same thing, but instead of using solid shit bricks, you launch a home-made beef stew into a sock.
