Padstow

Padstow is a town on the river Camel.

It's host several rich people who look down on the yokels and then the poor pick up pitchforks and touches to try to take control.
Also once a year people of Padstow become racist (well no more than normal) they dress up like little girls and some wear boot polish on their faces and walk around the town in a drunken state.
