A standard ploy by republicans it does have some disturbing implications such as their enemies accused of eating cats and dogs, being cannibalistic pedophiles, being in the pay of Russian oligarchs etc.
When Trump accused Biden of being a "Manchurian Candidate" it was confession of his status as a Russian operative. This was the most glaring example of accusation=confession.
