A phantom troubleshooting term used by incompetent electricians to describe symptoms they don't undertstand.
Despite the switch being off, the open-short caused a huge buildup of current which popped the circuit breaker and caused an overload in the battery buss.

When the medium of electrical transfer takes a shorter path back to the power source (cell or batteries) thus shortening the circuit, and leaving out the resistor (motor, lightbulb, buzzer etc.).
Short circuiting will drain the power source at a phenomenal rate, and is best avoided. The most commonly used method of prevention against this is the (see my definition of) fuse

When I was learning this crap in school a few years back we constantly short circuited all our shit toghether to create huge sparks that whooped the batteries in minutes.
