kind of confusing personification. here's my guess:
"summer"=best time of the year; most comfortable weather
therefore "summer" is the euphoric high, slowing "creeping" into his system
"town"=could be a lot of things:
1) the boring indiana town, whose boredom he escapes through smoking, however, more likely:
2) the "down" state; not being high (could be an anagram?)

muffin dance

A term that means that you're pro-domestic violence. In the early 1900s when women asked "can we vote too?" they were asked to show their clams and dance out of the voting booths as people (men) threw desserts at them.

In 1929, the great great grandson of Abraham Lincoln famously said "I cannot tell a lie. Some of these bitches clams do stink, but there's no reason to make them do a Muffin Dance. They should be allowed to vote too." Women's henceforth could vote, and EVERYONE had muffins.

Trondheim Hammer Dance

According to the comedy troupe Monty Python "a dance which was done every 25 minutes in the town of Trondheim in which the old ladies were struck about the head with large clubs". Has come to refer to any gathering where a defenseless group of people are beaten up by soldiers or police for no particular reason.

Q: Hey dude, are you heading down to the G20 protest?

A: Not a chance, dude. That will be a Trondheim Hammer Dance for sure.
