A typical phrase used by many an Irish scumbag, or anyone with an accent from, or resembling that of, a rough area. The correct translation is:

"Do you know what I mean?"

Usually spoken quickly and with a high-pitched emphasis on the "meen".

Paul: Waddya doin Joseph?
Joseph: I'm havin' a wank nawt a meen? Get out'll ya?
