the name given for stalkers with bad hair that stare at you while you are on your apartment balcony or walking down the street/stairs in bikinis. They also tend to be of male "species", sleep around when their gfs are not home, alcholics, and watch people from their crappy cars.

Kelsea: "Check your creepy neighbor for bad hair. he's probably a frohawk."
Mikayla: "You know what, he DOES have bad hair!! Oh, did i tell you? He got a fish last night from the carnival."
