This might be done through giving huge government contracts to their friends, or just kind of redirecting money into the proper bank accounts. This person is usually referred to as the "Commander in Chief" and/or "President of the United States". But we all know that if they aren't banging the ho under the desk, they are off to steal our money so why not change the name.
