A goatee that is generally worn long and is ungroomed. Coined due to the large number of these types of goatees existing on men (usually Hispanic) in Pueblo, CO

2) can refer to someone's head of hair if it appears unkempt, perhaps with dead ends or frizz.

Example:
1) "Wow, get the tweezers because I need to pluck out this long, squiggly scragglepuss that I found on your shoulder!"

2)"What a scragglepuss, looks like they just rolled out of bed. Maybe they should consider getting a haircut."
