Nosy. Most common usage in the Pittsburgh metro. Possible origin: derived from "neighborly," but since the connotation was negative, the pronunciation was distorted to indicate this.

Meaning retard, derives from the name of a 'short bus' company called Nebard's. Calling someone a nebard suggests one rides said buses and is therefore a complete fucking retard (as short buses are the common method of transport to and from school/college for mentally disabled students).

This is a gang that is located around indiana. The meaning of NEBA is Never Ever Break Again. The color that is associated with the gang is the color purple. They often insult people by calling them a smatt. They often yell out SMATT to insult anybody that isn't in the gang or to call out to other NEBA Gang Members. The gang originated in the town of Auburn Indiana.
