Or in a non-political context, it just means "not a lot".

Closet Conservative

Somebody who is kinda conservative but afraid to tell people because they are surrounded by a liberal majority that seems loud and scary because of that one time that SUPER conservative guy voiced his absolutely idiotic beliefs and was hated by everyone who wasn't scared of him shooting the place up or of the few who agreed.
