1)Plain old regular racism towards a race or ethnic group. It doesn't matter who is doing the discriminating, it's still racism.
2)A situation where races are all treated equally. So basically an average human being who isn't a complete prick.
Generally racist minorities use this term to describe their being racist to a "dominant race." Yes, in America and MANY other places in the world, this does happen. But it is claimed as "reverse-racism" to make it a different term and therefore acceptable in said minority's community.
If you want a clearer explanation, it's when a minority is racist to a "dominant race" and use this term to make it okay.

Is worse than normal racism because capable people (a limited resource) are being misused, and because people with lower IQ's have a harder time learning why and how to be objective... a task which is hard enough to begin with.
A 105 IQ Indian science professor frequently straw mans arguments (that he doesn't understand) of high IQ Caucasian students in his class or calls them lazy (Because they ace exams with less study time) and tries to punish their learning methods instead of lack of functional knowledge. This is reverse racism. A university has a quota system requiring them to admit blacks over whites with higher grades and IQ scores. etc
