Used to describe a tiny and annoying person who thinks highly of himself and usually resembles a homosexual hobbit who is only capable of growing a moustache or goatee.
This person usually enjoys engaging in sexual acts (blowjobs, rimjobs, taking it in the pooper, etc.) with other males in order to recharge his 'cockiness' or may simply use his flamboyant ways to annoy people.

Hafiz: Hey Mitch did you hear about that guy who was annoying everybody with offers of free rimjobs in the library?! Hopefully somebody tases that idiot.

Cockeysville Middle School

It's a school where there are specific social classes. All the sporty and popular people, semi-popular and then the average, along with the invisible. Little long lockers that are a disgusting color for 6&7th grade but 8th graders get blue painted lockers (yea that's fair). The teachers are varied. Good, bad, boring, funny, everything is there. We have ugly gym uniforms (which I guess is common in schools. You don't really need to look amazing in gym though). There are still good people in the school otherwise, along with people barely tolerable. The good this is if you end up going to high school you will most likely be going to dulaney, better then most high schools.

Cockeysville middle school means the good, bad and the ugly.
