Illinois isn't actually a Blue State; the only reason that it is claimed as one is because of Chicago, which is incredibly liberal and its city and metropolitan populations make up roughly half of the state's population. Almost all of the rest of the state (86% or so of the total land area, and 52% of the state's population) is predominately Republican and conservative in it's thinking.

If you are a red head, ie have red hair or orange hair and somehow get an evil twin, they will have blue hair.
However, yellow hair does not automatically result in green hair, it means purple hair.
Determining their eye colour is a lot harder and a totally different, more complex branch of antipodean clone malevolence.

Using a colour wheel it is easy to determine what colour your evil twin's hair will be.
