”EMOTARD” having emotional fears that retard ones cognitive reasoning.
Emotional Retardation is a social psychosis pandemic that overwhelms a persons cognitive reasoning and ability to utilise common logic. Emotardation manifests from a persons delusional fears associated with indoctrinated beliefs formed from unreserved trust in main stream media propaganda often leading to a lifelong addiction in fear porn.

The emotard was seen buying excessive amounts of toilet paper and alcohol to hibinate in self isolation but forgot to buy food.

Emotarded

The emotional state of a woman while she is PMS-ing. Generally a complete mess of emotions. Will cry, scream, yell etc. at the most minute issues or ideas. The feeling could be described metaphorically like a file cabinet being knocked over in your head and having all the files lost and mixed up all over the floor in front of you and having no idea where to start picking them up.

Boy: What the heck is wrong with you?
Girl: Don't mind me.... I'm totally Emotarded right now.

i.e. Someone who has to ask, "How do you make that smiley face?" Response: "Are you emotitarded or what?"
