The situation where a woman deliberately facilitates pregnancy without her regular partner's consent or knowledge, generally done to secure future financial support from that partner in the form of child support payments. I can find no dictionary definitions for this word but I believe the intended meaning is government by inept individuals spouting nonsense.

A similar word to kakistocracy, which is in the dictionary: "government by the least suitable or competent citizens of a state".
