It is a colloquially used phrase in Bangalore, one of the sorriest excuses of a city in India. It typically refers to scenarios or events that make your balls feel heavy. This could refer to actions that 'mess your vibe' or give you 'BT' also known as 'Bad Trip'.

Heavy spirited 

Basically someone that is so intense and gives of negative vibe. No matter what you say nothing can change the mood or the situation. Takes a lot of energy to bring things to normal. You don't what to hang around a person that is like this. Always have to watch what you say, they might take things the wrong way. Might have some mental issues. Like to put people on guilt trips.
