A portmanteu of "frog", which is a slur for the French and "icicle", which is a reference to the extreme winter weather of Quebec, Canada.

Pierre over there doesn't understand what I'm saying. I hope he knows he's in America. Not a lot of people speak French in America. He's going to struggle if he thinks he can get by without speaking English.

Don't worry about him. He's a frogcicle. French Canadian. They only pretend not to know English just to screw with us. He knows exactly what you're saying.

A term of endearment that describes someone fresh off the boat, i.e., has an accent or recently moved to a major city.

Jagpreet: Hello guys, I just moved here from India, where do I take off my shoes?
Jen: Haha! Welcome to the States Jagpreet! You're such a cute fobcicle, you don't have to take your shoes off at my place.
