Cross between a babyman and a manbearpig. A man with a round, baby face, usually bald, who has a manbearpiggish body. He's doughy, but his arms are built, and when he walks he can't touch them to his sides so he waddles. He has the body of a man but the emotional maturity of a third-grader.
