5th Freedom

This is a freedom usually given to agents that have plausible deniability, which is to say that if captured, the government can deny any knowledge of the Cell's Existance.

The 5th Freedom level of operation gives the Cell the right to murder - among other things - in the name of the government for whom said Cell is working.

Comm. Central: "Alright, Agent, you're entering 5th Freedom Territory, do what you gotta do to get this information."
