a result of a friend, stranger, or acquaintance making police relations possible ( by accident or on purpose ) with a member of the police force of the same or opposite sex.

The sheriff made it impossible for a citizen to report a crime because he told his deputies to not pay attention to no parking signs for his friends. He cop-blocked me.

Big Block

In many cities, the size of each city block is standardized. There may be 8 or 10 blocks per mile, for example, in the downtown area. In many suburbs, or other areas, you will find places where you would expect there to be a cross-street, but it was omitted, leading to an extra-long walk or drive before encountering a cross street. This is described as a "big block," so you know what to expect when you are in the area.

Get off the bus at the hospital. You'll need to walk three big blocks south until you get to Elk Grove Avenue, my street.

I love walking in Rio, because it has such big blocks, full of nice buildings!

...a co-worker or peer who is so lacking in talent or skill that the only abillity this person has is to impede the progress of anyone else showing talent, skill or motivation.
Term is from behavior recognized in young siblings who throw blocks in front of younger siblings to impede them from learning to walk

Joe is so lazy and worthless...he is a block thrower...all he has done all week is get in my way!
