Tweakermobiles get over 100 MPG, and don't require a license, insurance, or auto loan, so they are the transportation of choice for people with zero money and no way to get more.

"Mom can I buy a gas engine kit for my bike?"
"Hell no, I won't be caught dead letting my kid have a tweakermobile."
