A state/federal mandate dat significantly reduces/limits da quantity or frequency of some formerly-liberal allowance, consumption, practice, etc. of a particular commodity, activity, freedom, etc.

Why do they call it a "moreatorium" when it's actually a severe cutback or elimination of whatever formerly-rampant practice was being curtailed? Sounds "more" like a "lessatorium" to me!
