Coined in honor of the historic "wet congress" of 1927, it is when a condom is filled with water and tied closed. The condom is then inserted into an orifice. A male's penis is then inserted forcefully into the same orifice. With some hard movement, the force is so great it ruptures the condom, sending water bursting into the chosen orifice.
