Sneaking up behind an unsuspecting person and spreading your scrotum over their eyes and head. The cloak and dagger aspect alludes to the secret, covert manoeuvre being perpetrated. The scrotum acts like a cloak to bag ("bagger"), entrap, blind and humiliate your victim.
