A neighbor or fellow tenant who's constantly doing some behavior that is obnoxious, loud, irritating, or unsafe. They are the "thorn in your side" of the building or block.
Phil went to work early this morning and forgot to turn off his regular alarm again. I lay in bed, listening to it beeping for an hour before I gave up and moved to the couch. I think he stole the title of Neighbur" from Nancy, the lady who was always propping the door open for her booty calls.

These {Neighbors from Hell will perform small acts that puzzle you, at first, such as entering your back yard and messing with your wind chimes, outdoor lights, move or knock over furniture, allowing their animals to poop near your driver's car door. These creepers can also do hateful acts such as place picture hangers (with nails) pointed into the tread of your tires, or turn on the gas to the grill, while it is covered, without lighting. Creepers hope would be generating a bomb, ignited by the lit cigarette of a passerbyer. These acts can and are hedging on dangerous, but the victim will be unsure whether these were accidental.
The victims do not call the police, simply because the acts are small, meaningless, but over time, these acts are meant to instill fear in the victims, and the hope of the perpetrator is to hurt the victim by 1) creating health issues via stress or 2) cause the victim to move.
The acts of creepers can be serious. It is suggested that if you encounter such small random acts of hate, immediate install hidden security cameras. Your only help, if you need to contact the authorities, is keeping a list (date and event) of the activity and having backup photos or video.

It originally aired on the Seven Network in Australia in 1985; however, they cancelled the series later that year. The series was immediately picked up by rival Network Ten. It began screening on that channel in early 1986 and has remained popular with its core teenage audience ever since. The show was created by Reg Watson and is produced by the Reg Grundy Organisation.
The series follows the daily lives of several families who live in the fictional Ramsay Street, Erinsborough – although in fact it is restricted to the small cul-de-sac of six houses at the end of the street – and includes the usual soap staples of births, deaths, and marriages. The show features a regular turnover of attractive young actors mixed in with the more stable cast of older people. Though it is not commonly mentioned so as to not alienate viewers in other Australian cities, Erinsborough (nearly an anagram of 'Our Neighbours') is undoubtedly supposed to be a suburb of Melbourne. The show is filmed in Melbourne, and for street scenes uses Pin Oak Court in Vermont South, a suburb in eastern Melbourne. Erinsborough is often contrasted with the neighbouring, and equally fictitious, suburb of Eden Hills.
