Going against the rules or set of norms. Breaking the mold, usually in a spirited or rebellious manner. Similar to "going rogue". Often times reckless or careless in their pursuits.

"Why do we have so many office supplies? 2000 red pens? 500 boxes of staples? We only have 10 employees!"
"Bob from accounting must be going cowboy with the credit card again."

Derogative term used to describe a sub class of vehicle owner in Australia.Commonly recognized as driving a ute or 4WD with huge bull bar,Kenworth mud flaps,CB antenna that could touch the sky,with RM Williams and Bundy Rum stickers covering every square inch of paint work.Driver usually aged between 17-30 and wears a cowboy hat even though he has never been near a horse.An essentially urban red neck,he breathes country living even though he would never dream of taking his vehicle off the road for fear of getting it dirty.

Queen's Cowboys

RCMP (Royal Canadian Mounted Police)
The National police force of Canada. They originally rode horses back when cars & roads weren't quite up to modern standards. These days they prefer to ride in air-conditioned comfort of Ford Crown Vic Interceptors. The horses are generally only taken out for crowd control, parades, and musical ride.

The Queen's Cowboys pulled me over for speeding and asked for a non-voluntary donation to the National coffers.

One of the greatest anime ever invented. The blend of action, style, music, and plot is completely amazing. The show flows smooth as water right through the end.
