When a person, place or object is not up to the expected quality, service or standard it should be. Also applies to non tangible objects and even thoughts. Happens any time a scenario plays out in an unfavorable way.

While sitting in 5 o'clock traffic on a Friday I noticed that my car was moments away from running out of gas, thus leaving me stranded on the highway. To make matters worst my bladder is about to explode. I realized that I was in a Boo-Boo Janky situation.

Comes from the cartoon the yogi bear show. Boo boo was yogi sidekick and was always made to feel stupid or made the punchline of jokes.

1) Used when someone has done something, and feel foolish afterwards. Or 2) when someone is acting childish or foolish
