This expression is used when you want to know how to do something when texting/im'ng a friend. It starts with the friend making a statement, and you reply if you want to know how to do it.

Friend: Hey man i just picked my nose with my pinky toe.

You: Rlyhow?

Friend: Well first you grab your foot and if you're flexible enough, then you can pick it.
