In the slang of Medellin (Colombia) is defined as anything or anybody with very bad qualities, sloppy, unreliable, poor, etc. It is an awesome derogatory term derived by the mixing of three words: chichipato, panguana, y gonorrea.

That guy is such a chichipanguanorrea (Ese man es que chichipanguanorrea)

Etymology: Chichi is a South Asian word used when adults talk to toddlers.

In Colombia this word is used to describe someone who is cheap or tight with their money. It can be signaled non-verbally by holding up your right forearm and patting your right elbow with the open palm of your left hand.
