Russia is known for its Crimean diplomacy we know this because of 2014.

1) The state of frenzy and confusion caused by commiting yourself to too many obligations, (i.e. school, kids, cubscouts, volunteer religion teacher, AA, spinning classes, yoga, carpooling, etc...)
2) The state otherwise referred to as being spread too thin.
