A person, who for no reason, decides to karate chop another person in the shin, causing major bruising. A shin chopper will rarely say sorry to their victims, and if they do, they will not mean it because they seem to think its funny.

A bitch who is so aggressive that you cant criticize her cuz if you do she will hunt you down and chop your balls off. She is not necessarily a butch but she definitely comes off as one.
I want to ask my coworker Julie to keep it quiet at work but I'm too scared cuz she's such a balls-chopper.

This is very similar to a topper, one that will try to top anything you say or do with something they have done better. However, a Topper Chopper is someone that will chop a person down if they can't top them. Once they feel they are being out-topped, they will turn to trying to degrade you, rip you and insult you in any way possible, showing they are better than you.
