Very chilly, cold or freezing
Used originally in Liverpool rhyming slang. From two parallel thoroughfares Park Road and Mill Street (colloquially Parky and Milly) in The Dingle area of Liverpool. Hence "It's Park Road and Milly (chilly) outside.
