A phrase you'd use only when someone that moderates a server somewhere for example Discord, where they are a bad admin or moderator. It is used to shame that kind of a person for their incompetence at their moderation skills.

User 1: You know... There is one guy in a Discord server named Strife... I'm talking about him.
User 2: Oooh yeah. That guy's such a Markretro.
User 1: Ikr.
