He was the head of a team he assembled, including Professor Christine Chinkin whose biased stance against Israel was well known beforehand. This team was supposed to be unbiased against both the actions of Israel and Hamas from its inception. This made many people of different belief stuctures believe that the outcome of the investigation was written well before the investigation started.
