It is when a sports franchise team performs poorly on a habitual basis. They rack up losing records, wasting young talent and draft picks. It is also a monetary matter.

Typically used when talking about a new car because you, the owner, cheaped out on the options list! Example? The 3-series BMW with the smallest engine, 15 inch plain tires, bottom-end awful sound system with no auxiliary input, no navigation, zero-additional-options is a "poverty-spec" BMW.

Can be used to refer to almost any car...

...Note this does not apply to ultra high end cars that are AWESOME regardless of options. What kind of car does not exist in poverty-spec? Eg. Porsche 911 Turbo. Opinions may vary.

Dude, why'd your dad get that brand-new poverty-spec Corolla? For that $10,000 he could've gotten a nice fully-equipped Lexus on the used market!

Poverty

Living without or struggling to pay for basic essentials required to live, ie; food, clothes, water, housing or health care.

Many percieve that poverty only exists in third world countries, but the reality is, you will find poverty in almost every country in the world, even in developed countries like the USA, Britain, Canada, Australia ect.

In the UK alone, it is thought that up to 40% of children live in poverty. First world country my arse.

mental poverty

Mental poverty is simply an impoverished mind. It is a way of living for some. It is a condition and state of mind where there are limited educational resources and if there are educational resources, one chooses to avoid them. It is a system that exists where the norm is ignorance and refusal. Refusal to change, to try and learn new and better ways of not only thinking but also putting thoughts into action. It is essentially a poor mind.

In today's state of environmental crisis, only someone who is afflicted with mental poverty could choose not to recycle or not to worry about the effects their choices have in regard to the sustainability of the planet.
