A person who is visually defined as looking unkempt, unclean, and unsophisticated who may be wearing lose fitting pajama bottoms or sweatpants, but most importantly is always found wearing a hooded sweatshirt with a logo or graphic from 2 decades prior.

If you want to see a Hoodbilly in the wild, there is a steady stream of them walking, head down, to and from the gas station.
