In Poland term used politically referencing Politician Donald Tusk saying said words. Words were used by at the time state media TVP under PIS party leadership. It was used to slander Donald Tusk for being "German puppet" some even calling him foreign agent.

When used by right wing pro-PIS term means to slander the politician and show anti-german stance. However term has been frequently used by anti-PIS crowed and is used in many memes and jokes like pretending to be sleeper agent of Germany.
