A list of the 250 most highly and actively voted films on IMDB. A film has to have a certain amount of votes to be qualified for IMDB's Top 250 and they also have to be actively rated by users. Movies slide in and out of the Top 250 constantly and die-hard fans of films (e.g., The Godfather, The Dark Night) often furiously type back and fourth at one another when their favorite film slips below another. It is not uncommon to find a billion threads that read "This does not deserve to be #1" on the message boards of films such as The Shawshank Redemption, The Godfather, The Godfather: Part II, The Dark Knight, and The Good, The Bad, and The Ugly. Users will often rate their favorite movie's opponents a 1 in hopes that their favorite will rise on the list. The list is totally user-controlled and starts more fights on the site than anything else. Many find the system to be flawed and pay it no attention.
