Someone who is not doing what they could be doing. Normally specific to the situation.
Used normally as a nudge to take action. To point out something someone is doing or not doing, or could be doing.
Like a duck sitting in a puddle. Ducks can waddle, swim and fly, explore the whole world but this particular duck is sitting in a puddle.

What occurs when someone wears socks that are way too small for their feet. The socks slip under the person's heels and settle under the arches of their feet, forming a "puddle" of their sock(s).
While walking to school, John felt his feet starting to get uncomfortable. He realized he was getting sock puddles, as a result of wearing his smallest ankle socks.

When you're driving in the rain and you purposely speed up or slow down to time your entry into a rain puddle to soak a pedestrian and you time it perfectly to soak them with nasty puddle water.
