A skitzer is someone who is underage yet has an attraction to people roughly 2-3 years under their personal age or is generally messy and/or stupid when it comes to everyday tasks.

He's such a Skitzer it's insane.

Its like the nuetral zone,(becuase they've never been in a war.) Its like having the commitment without the commitment... having the title with out the title. Its the in between of a relationship.
