When you got a little bit of that low iq, but you are just so nonchalant and chill that it doesn't even matter. The amount of potential energy stored in such a being is only possible by Chuck. In addition, there must also be such presence of chill and nonchalance so as to make it seem like the being Chuck has achieved nirvana. One last thing must be noted, and that is the importance of only showing love to such beings, as they can smite you out of existence if the rule is not followed.

one that has mastered the art of wallet fumbling, a stingy person or one that will pinch a penny until POTUS 1-6 is squealing like a little girl

I can be a little tight with a buck. Well, “little” may be somewhat misleading. Ok, ok, I've got my black belt in skinflint. I'm the miser master, the Chuck Norris of Cheap and in my spare time, I like to jam with my band, Penny Pinscher and the Tightwads. Seriously, I play a mean frugal horn.

Chuck it out 

Chuck it out means to dispose of something that is no longer wanted. This can mean literally throwing it away or recycling or selling, but not reusing for a different purpose. It can also mean forcing an obnoxious person to leave a location.

I’m going to chuck it out, it’ll never come in handy.

A cyborg with the power of invincibility... when on screen. Outside he's quite a softie. Some jobless guys from USA went on to raise him to urban legend status just because he was the first Usian to do roundhouse kicks on the big screen. Now there's a running joke about him being stronger than all the gods together and doing eveything beyond impossibility. Non-serious webs like Uncyclopedia and Urban Dictionary get loads of entries about that unfunny joke.
