Whether they actually say that or not is debatable but the person in their company feels that it has been said without a doubt. The charming individual may actually be confused about what it is that they want and think that bc nothing has been said that would make them owe loyalities to any. Specific individual they don't realize that they've made that person believe that they have just based on their interaction.
