In racing, placing bags of sand in your car or on your horse during qualifying to add weight this slow them down to earn them a better position in qualifying.

The act of deliberately putting obstacles into someone else's path as a deterrent.

Being "sandbagged" can also be a way of describing being completely taken for surprise, or blind-sided.
A deer got loose on the motorcross track and ended up sandbagging a few of the riders.

That guy got sandbagged right when he turned the corner.
