Proposition 13 may indeed have helped in reducing one form of irrational terrors, but only about fear of numbers --- it did nothing to alleviate phobias about black cats, walking under a ladder, etc.

Promotion juice

Promotion juice is an alcoholic beverage (usually straight Jaegermeister shots followed by a bottle of Becks) designed to enhance ones self belief and give them an enormous amount of courage. First discovered in 2010 in Amsterdam by a handful of event promoters who would down a few shots then hit the streets promoting with an enhanced feeling of confidence often resulting in more sales.
