Such a term is used when there is extreme laughter with or at someone.

3. A fake phone that rings whenever someone makes a joke.

It is a mocking term for a Pub Crawl. It serves as a way to hypocritically ridicule the whole concept of a pub crawl and its patrons (although, the people who go make fun of them also attend them from time to time). "lawl" is a l33t or an internet slang for the acronym LOL, therefore adding to the hilarity of the term.

Person 1: Hey, what are Shannon and Ashley doing this weekend?
Person 2: Oh they're going to some lame Pub lawl with a bunch of Corona flip-flop wearing dude bros.
