When someone wears stupidly short trousers which are supposed to be full length.. that don't cover their shoes when standing up/walking.. and therefore the bottom of them swing around the ankle... showing the ankle/socks..

His trousers were too short they were swinging around the ankle.. someone call the Fashion Police and arrest this man for his ankle swingers
