Basically means the same thing as "Dweeb"- Someone who is clueless in life, a form of ignorance and stupidity, a person who "doesnt get it", also can be used for a person who is deemed "pathetic" in his actions in life.

Also Ryo Sakazaki from SNK's Art of Fighting and King of Fighters says it in one of his quotes, insulting his opponent.

An individual whose grandma like stamina projects (albeit unintentionally) a distracted and disinterested air that is interpreted by many as aloofness or conceited disapproval. This is a misconception however, as in contrast to your conventional wanker's feigned apathy a true dweeb-wanker will be genuinely fatigued from a hard days wholesome activities such as weaving or picking out a new pair of 'jim-jams' to match their favourite fluffy sheets.

It was only as Lindsey arrived at a gig at what others saw as 'fashionably late' because he had to finish sewing on his latest scout merit badges that he considered maybe he really was a dweeb-wanker.

Dweebing

The act of two weak participants (ill of physical ability) - judged by the coliseum master- being forced to fight one another. To lose, the participant must be knocked unconscious and bleeding or dead. The survivor (winner) is then fed, rather graciously, before, unknowingly, also being fed to the Bilgesnipe. This form of fighting is most commonly associated with Asgardians as a form of entertainment for the nine realms. Bets can be placed during these fights.
