Italian mating call. Used when in need to attract the attention of one of your pals in public places, school, concerts, anywhere practically. This word must be shouted, it should not be pronounced in a low-pitch voice, and the "s" sound must be clear and profound. Can also be used as adjective to describe human behaviour or a daily event.
